Access is a desktop application. Access 2007 had an option for a web
database that was based on SharePoint tables, and in 2010, the web
database back-end was changed to SQL Azure, still with limitations
though. After that, the ability to create web databases with Access was
depreciated. Access web databases were not the same as desktop
databases, and couldn't be converted either -- and could only use macros
-- no VBA.
If you want to run an Access desktop application on a remote device, you
can use remote desktop, which gives good performance. To do this, each
user should also have a computer (can be a cheap laptop that runs when
the lid is closed) that they can remote into -- or a virtual machine --
that would would be on and have their Access front-end so they can run
the application. Alternatively, their front end might be on a server.
MySQL is another option, as are other choices?? for the back-end -- but
to run Access on a mobile device, you'll need to use remote desktop.
