Whatever works for you. I hide the database window (2003) or hide the Ribbon and Navigation Pane (2007, 2010) so I don't need to maximize my forms. I rarely us pop-ups and modal. I sometimes open a form in Dialog mode if I need the user to do something before continuing in the the form they were in as the Dailog mode stops all code running in the calling form.

And I always use MDE or ACCDE files so users can't change objects or read/change my code. It's the closest thing Access has to a real executable program.
