Bill,

My boss has insisted that there are multiple examples of when this has not worked correctly. We have always created a query with max date and then added that query to another query and linked on the appropriate fields and found the max sequence. that is why I am confused.

Unless I'm missing needed info, there is no need to make 2 queries. You can get the Max of both fields in a single query.
