To go further with this, I put the hint in the control's Tag property and then feed that to the label that is used for the hint. If it is something that needs to be dynamically changed the text could be stored in a table, but my usage was static so the Tag worked fine for me.

I don't know if this will work for you or not, but you could use a label or text box hidden on the form. Then unhide it when focus is on your target text box. I've done that a few times to be a "what is this" type of a tip. For example, One of my applications has a status combo box. When it has focus a "tip" label shows what each status means. Status 1 means high priority, status 2 means it is important but can wait...
Maybe that would be better than an intrusive pop-up (think internet pop-ups).
