While you are in the Excel options (I have 2010 so I'm not sure what the difference might be in 2007), under the Customize Ribbon option, make sure you enable the "Developer" tab. There are a lot of items on that tab, such as macros, Add-Ins, etc. You might be able to fix the issue once you see the Developer tab.
