Hi Jonathan
Michael Kaplan (MichKa - ex MVP and now MS employee) has done a lot of work
on international coding. This might be enough to get you started:

Subject: [MS_AccessPros] Format Date Field in a report to another language
Hi guys,
I was wondering it there was a way to format a date field in a report to a
specific language format without having to change the language format of my
operating system.
Example:
The current field in the report is called [date]
When in the report it displays as
(Monday, December 3, 2012)
I want to change that particular form to show it in spanish as
(Lunes, 3 de diciembre de 2012)
In order to do this, what would the text box have to say in regards to
adding to:
=[date]
Thanks in advance!
Jonathan
