you say "most .. clients .. the ribbon will not display" what do they get instead?
Is this runtime or full Access? Could that be the difference between showing/not?
Which callbacks are you using from the RibbonXML to your VBA? Do you have any "Info" form you can use in order to debug if the callbacks are being fired? (The Ribbon, at least in 2007, is, caveat: in my opinion, a hack, and if your Ribbon Callbacks are relying on some settings to have been set you may well find that they aren't...)
Is the ribbon set in the database properties or on the forms and other objects, or both? Are you calling LoadCustomUI with your XML or is the XML in USysRibbons? Are you saving a handle to the Ribbon and calling Invalidate?
