OK so much for this theory. I went to her desk and watched her create the file she's trying to import, it goes right to her C: drive, she has full read/write permissions to the file, full read/write permissions to all folders involved. I'm stumped.

If it gets sent to a folder where she has read only permissions, and she click/drags it to another folder, it would retain the read only permissions, even if it's in a folder she has read/write to. She emailed me the file to test it and I was able to import it right away, she has had access version issues in the past so I thought it might be something similar. Part of the import routine modifies the excel file to get rid of some formatting before import.
