It sounds like they are blowing smoke. I'd give them an empty database and let them enter their own test data which is exactly what you've done. Keep us posted as to the outcome.

It seems the company doing the asking don't really know what they're doing! They just wanted a copy of the database set up so they could play & not risk altering real data. So I've done that. They were throwing around a lot of terminology which meant nothing to me - trying to show off/bamboozle bosses, I suspect :-(
