Sarah - How are you doing this? I have a 2003 mdb & mde that uses a command to export to Excel. The trick is to use the old .xls format.
DoCmd.OutputTo acOutputQuery, "myQuery", acFormatXLS

acFormatXLS is the old Excel format.
