Hi
The property you are looking for is called Auto Expand. It is on the Data tab of the Properties for the control.
Make sure it is set to Yes.

I tried with SQL statement like you did. It does not make a difference. If I type 'D' , it does not fill in Delaware, it shows Delaware in the drop down. I have to type out Delaware or select it from the Drop Down. But if I type 'D', I would like it to automatically fill in Delaware, the first selection that starts with D.
