The non-technical description of the "L" file (.LACCDB or .LDB) is that "L" stands for Lights. If one person enters a room, he/she can freely move about the room with the lights off and no danger of bumping in to another person. Another person can't enter the room since it might cause an injury. If the first person in the room turns the Lights on, more people can safely enter the room and go about their work. When the last person leaves the room, he/she turns the Lights off (deletes the L file).
If a person/user can't turn the Lights on (create an L file) the room becomes a single occupant room.
