The database is using Access User-Level Security (ULS), otherwise known as
"Workgroup Security". This is a light-weight security system within Access,
and has nothing to do with the Windows/NTFS security system based on login
user credentials.
To get in to the file, you will need the workgroup file (type "MDW") which
was used to secure the database. If you don't have this file, then the
original author should be able to provide it.
Then you need to open the database using this MDW file. To do this, create
a shortcut with this target line:
"<path to MS access executable>" "<path to the database>" /wrkgrp:"<path to
the MDW file>" /user:<user name>
For example:
"C:\Program Files\Microsoft Office\Office11\msaccess.exe"
"C:\MyProject\OldDB.mdb" /wrkgrp:"C:\MyProject\OldWkgrp.MDW" /user:Sparticus
Save the shortcut and use it to open the database. You should get a prompt
asking for the password, and you will be in.

Subject: [MS_AccessPros] Retrieve data from a user level protected access
database
I have been asked to revise a database used to track catches in a salmon
fishing tournament. I would like to retrieve the names and addresses of
participants from the original access database. I have the user name, and
the login and password. However, when I try to open the database, or even to
import from it, I get the following message: "You do not have the necessary
permissions to use the C:\derby\newglsfderby.mdb object. Have your system
administrator or the person who created this object establish the
appropriate permissions for you."
I have the file on my computer, where I am logged in as administrator. What
can I do to retrieve this data? I am unable to contact the person who
created the database.
