Duane, Hi :) I can confirm that I have had this same problem -- page break after Report Header section and again before Report Footer section, which is really annoying. This has been happening for so long, in certain circumstances, with Access reports, that I forgot about it on my bug list. I never found a way around it except by writing code till I got the page break to stop. Maybe I just couldn't see what else to try ...
Robin, Please upload your database as Duane has requested -- maybe someone else can see a magic combination of properties to set. I would like to know this too

Robin,
There are "Force New Page" properties for all group headers and footers as well as the detail section. We can't see your report design so we don't know where you attempted to set this.
Reports also have Report and Page headers and footers which again we can't see. We also don't know which section is displaying by itself at either the beginning or end of the report. If you don't know which sections then color their background so it's easy to determine. Then reply back with more complete information so someone can set up the same and test for you.
