Maybe I misunderstood, when the others answer that you can't, but in Access 2007 and later you can put .PNG or .JPG on a Command Button and you can put text and a picture at the same time. The "Wizard" is not very "Wizardy" and it only shows you .bmp and .ico per default but if you select *.* or enter *.png or *.jpg you can select a Picture of other formats.
Depending on your Access 2007+ database settings, these will get converted to bitmaps (yuck) or kept as original format (allowing transparency etc.)
