I didn't think the expression was going to work as desired because of placement of ()s.

I would have suggested:
Expression: TDA_Qty_Diff: IIF([FY13_TDA_TOTAL]=0,0,([FY13_TDA_TOTAL]-[FY08_TDA_TOTAL])/[FY13_TDA_TOTAL])
