No.  To emulate an "On Quit" event, I have the app open a hidden form that has Close and Unload events.  I use a global variable to indicate whether the form is being closed by code in the app (in the main switchboard exit code, for example) or not.  If the variable isn't set, the Close or Unload events can do some warning messages and clean-up, but it can't keep the Quit from finishing.
