Anybody offering a "free" tool to do what you are looking for is asking for, or providing, trouble. If all you want to do is change a word on a label or move things around, you can find a "How To" on the web which shows how to manipulate an MDE to make the forms "editable". As John says, this won't give you the code and it won't allow you to change any code. but it might suffice for your needs.
Any respectable company offering to decompile an MDE (and there is at least one very respectable company) will require proof that you own the Database and code therein. I can't tell you how much it would cost as I never had the need to find out. Unless the maker of the database has obfuscated the code in some way (one of the companies which provides decompilation services also offers an obfuscator) then the code you get back is to all intents and purposes exactly the same as the original, minus any comments.
Of course, sometimes you find a file that has the MDE extension but when you look closer, the person who created the MDE simply did a "Save As" with the MDE extension and you can simply rename the MDE to MDB to have full access. It shouldn't be very likely but I have seen it happen.
