Oh I see Mr. Viescas. No wonder when I flipped through all the Access books that I have, I could only find examples on the reports design topics.

Can Grow / Can Shrink apply only when you print the form. You sould normally use these properties in a report. The controls won't automatically resize on a form.

Subject: [MS_AccessPros] What cause the text box in a form cannot Grow
I have a form was created for displaying records from a search result. This form has a textbox for displaying Notes, and its Can Grow, Can Shrink properties were set to Yes. Why the textbox in the form does not grow while the one in the report does?
There's chapter "Topics in Report Design" in my book mentioned "…If you have a text box horizontally aligned with an object frame that cannot shrink, the section will no shrink, no matter how little text is in the text box." My form does not have an object frame, but does have several check boxes. Was that the cause? Or that rule only apply to Report not to the Form.
I am using Access 2010.
