That's not true. The limit for SQL Server 2000 Express was 5 worker threads. In other words, there can be any number of users with connections that are sleeping. It's only when a user is retrieving data or adding/editing/deleting records that a thread "wakes up".
Starting with SQL 2005, that limit was removed. The only limits you have to worry about are the DB size (latest version is 10 GB).
When you upsize your database from Access to SQL be sure to use the SQL Server Migration Assistant for Access. It's much better than the one built into Access. You can download it from http://www.microsoft.com/en-us/download/details.aspx?id=28763
