Could work to use the VIN as the primary key still, and for those vehicles missing the VIN use something like "NoVINxxxxxxx" with a sequential number inserted to track those records.

Some say you they were sold to some not, but they are not all broke down with information in each column, they just started typing the info in a cell. Soo merge these two will not work, the data has to all be picked through and had entered.
