It could be DLookup. But DLookup doesn't work either, maybe there's something wrong with "'"? The reason that I didn't join the tblMenuList is because there's no fields to be joined. I appended form names from MSysObjects to "tblMenuList". And I use this list to assign form access to users.

If you are going to suggest a user-defined function "doesn't get the expected result" you should provide
- The code for the function
- What results you actually see that we can't
- What should the results look like
- What have you done to test
- Provide the entire SQL view of the query
- Tell us why you are using ELookup() rather than joining on tblMenuList
