I have seen this behavior before -- as far back as Access 2003.  IIRC, issues have been fixed by (1) reinstalling Access, or (2) decompile &CR, compile on each machine.  In one case, video memory was added.

I have also seen this happen when something is wrong with the code (make sure it compiles) or an equation.  Are all people looking at the same data? If you have calculated controls on the form or calculated fields in the RecordSource and any of them get an error on any record, the form may not render properly.

Check the Access version numbers on the users' machines. Maybe they are just missing an update, but it sounds more serious than that. Seeing how you completely rebuilt the database, I doubt that it is corrupt in some way, but it could be.
  • Do you have any code in the form's Open or Load events?
  • What's the RecordSource? Is it a complex query?
  • Does it happen with every form?

I have a user site experiencing a strange problem.  When they bring up a form, the fields that should display are blank.  When they click in any of the blank fields, the form then displays the appropriate data throughout the form. This occurs on many of the forms.   On one datasheet subform, the row clicked on suddenly displays, while the other rows remain blank!
 
I can't duplicate this problem in my development environment.   Any suggestions as to what might be the cause?  The databases (FE and BE) are .accdb's, developed with Access 2007.  The users are using Access 2013.  I have completely rebuilt the database, with no change in behavior.
I have posted this to other Access groups, so far no one has any suggestions that have panned out.
