Check the Access version numbers on the users' machines. Maybe they are just missing an update, but it sounds more serious than that. Seeing how you completely rebuilt the database, I doubt that it is corrupt in some way, but it could be.
- Do you have any code in the form's Open or Load events?
- What's the RecordSource? Is it a complex query?
- Does it happen with every form?

I can't duplicate this problem in my development environment. Any suggestions as to what might be the cause? The databases (FE and BE) are .accdb's, developed with Access 2007. The users are using Access 2013. I have completely rebuilt the database, with no change in behavior.
I have posted this to other Access groups, so far no one has any suggestions that have panned out.
