Specific error is:
"This database is in an unrecognized format.
The database may have been created with a later version of Microlsoft Access that the one you are using. Upgrade your version of Microsoft Access to the current one, then open this database."
I installed service pack 1 on the test computer, uninstalled Runtime and reinstalled Runtime...
with no changes.....
At this point I almost want to depreciate my program to Access 2010 and see if that helps... to be honest more often than not I regret upgrading to Access 2013 from 2010. Only did the upgrade because I bought a new computer....
Actually that is a thought, I'll try getting my old computer out of storage and see if a 2010 Access file (ACCDE) will run...
Again ACCDB files will run on the test computer, ACCDE files will not....
