The Admins group is the one you want for all permissions. Read this article on Access Security: http://support.microsoft.com/kb/207793/en-us

As to hiding the objects, you need to convert your MDB into an MDE so all objects are protected. Your startup form (switchboard) sets a database property at the Load event the first time it loads.
There is a sample db in our Files>Samples named StartupFormForMDE. You can also use my Properties Setter (in our Samples folder).

And you make the Switchboard open when the database opens by selecting it as the startup form. 

In 2003:
Tools>Startup>Display Form

In 2010:
File>Options>Current Database>Display Form

I have worked with Access before but never required to secure a database until now.

I played with the security wizard but not sure I did things correct. I looking at creating 3 groups (don't mind using the default groups if the privileges are the same as I require)

1. Admin - Access to everything
2. Power User - Read, Write, Update, Delete
3. User - Read, Write, Update

What's the best way to accomplish this?

Also, when I was playing around with the security wizard, it created a shortcut on the desktop to open the database but when the database opened it showed the objects. How do I get it to open on the Switchboard?

PS: I forgot to mention earlier that this is a split database.
