So the group header can be specific to the project type? Yes
And all this is run from 1 query? Yes
If so, I would just do a query based upon the FY Yes
and only group by project type Yes, in the report, not the query
with sub totals for that group? Yes, the subtotal would go in the group footer
the unwanted project types would not be shown? Not sure what you mean by that. Each group header has its own detail section with data only for that group.
How do you set up the report form so that there is a header between each group? Any tricks with Access 2010? Just open the report in design view and click on the Design Tab tab>Group & Sort icon. A box will open at the bottom of the window. That's where you add the field you want to group on.

I wish I had more time to spend looking at your database so I could re-work your report, but maybe the "push in the right direction" would be to tell you not to use a bunch of sub reports. Instead put in a group header for the project type and remove your project type criteria from one query so it can be used for all types. The group header will separate out all Project 1 types into one section, project 2 into another section, etc.
