When I was confronted with this need/problem/challenge, I went out and bought (for *very* little money) a piece of source code which saves and restores datasheet layouts for your users.

It's a german site (and I'm not associated with them in anyway, other than the fact that I've bought some of their stuff) but the downloadable example (mde format) might be enough to show you that it works and is worth the six euros, unless you earn less than that per hour ;-)
