Change your date sort to "from newest to oldest".

This had been working; however, when I add dates to items that have "No" in the
agenda scheduled field, it does not sort them before those items that do not
have dates. I have uploaded the database for your review in assistance needed,
and the file is labled senior staff action requests.

Your help is greatly appreciated!!
