"Easiest" depends on a number of things like, who is going to be doing the translation? Will there be many changes in design which will mean updating two front-ends, etc.

There used to be a Product called Polyglot but the author left Access Development some time ago and AFAIK didn't sell his code. The tool did many jobs, extracting the texts from Control captions etc., saving them in two tables, one a dictionary and one for the texts for each form/report. If the text was already translated in the dictionary then it would be automatically translated for the form/report.

One of my private projects when I am "between" projects will be to write a replacement.
