Thank you for your responses. While running the Package Solution Wizard for Access 2007, I selected"C:\Program Files" as the default installation folder. In Windows Vista, Program Files directory is read-only (as indicated in the wizard). This attribute made the database read-only. I have chosen another location and the program is running as expected. Is the database installed in a "trusted" location for 2007? Does the user have
full authority to the folder? If the answer to either of these is no, then
that's your problem. You should be able to make changes to the Connect property
of existing tables in code.

Firstly, the Runtime does not support design changes to anything. That's just
the nature of the beast.

The message says you can make data changes (i.e. add records, delete, update) so
the application should be operational.
