I should have mentioned that you can define the AllowBypassKey property for the
database and set it to False. This prevents a "knowledgeable" user from holding
down the Shift key to bypass your startup properties. In startup properties,
you can hide the Nav Pane and the built-in Ribbon. Unless users know how to
copy your database and then unset the property from code in *another* database,
they can't get in.

If you create an .accde file and set some of the database properties so that the
Navigation Pane and default ribbons (menus) are hidden plus disallow context
menus you can do a decent job of keeping the average user out of the tables. But
it isn't perfect by any means.

A better way, now that ULS is not supported in the new file format, is to move
your tables to SQL Server (the Express version is free). This gives you control
over permissions right down to specific fields(columns) in tables. I do this on
all my projects. I even base my form and report exposure to the user through
user and user group tables.

It can be as simple or complicated as you want. The more you work with VBA code,
the more ways you'll find to limit user access.
