That's one of my biggest problems though, it's not possible for us to have a good/working human relationship because the department was outsourced, they don't work our hours, etc. So any issues we have could take as long as 12 hours to solve, even if it's something we could fix in minutes if we weren't confined to a citrix environment.

Not only that, since it's a totally different company, every process we have to go through to get ANYTHING done is overly bureaucratic and could easily take DAYS to solve. In fact we have one issue on a project that took me approximately 15 minutes to fix, but for various reasons, after nearly 3 months the change has not been applied to the citrix environment.

However, the example you gave is a good illustration of what I'm talking about though, that problem may or may not have been the citrix environment, I'd rather not have that environment factor into anything at all. The problem is these guys don't see that as a valid reason to give us our own setup.

I just want every bad thing that could happen working in development on a citrix environment, that wouldn't ever be an issue on a local machine. We don't want anything to do with citrix, it might as well be the plague for us in this scenario.
