That site has a really good price. MS charges around $500 for the same suite. Have you checked the site to see if you are getting the real deal and not some pirated thing?

Now back to your questions...

I have Win 7 Enterprise 64-bit with Office 2010 32-bit installed. All is good. On my personal PC I have Win 7 professional 32-bit with the same result.

You can install both versions on the same machine (except for Outlook - that's a one-version-only thing). Switching between 2007 and 2010 Access will cause a registry update. Not as bad as switching from 2003 to 2007. That is what we call the coffee break switch.

But I have dabbled in 2007 and 2010. 2010 is far better in all products. I used to have all versions of Access installes on one machine but it really isn't worth the pain. I dumped 2007 as soon as 2010 came out. The file format is the same. The only thing I miss is acc 2007's Themes. They included some really cool graphics for forms. 2010 has themes but sans graphics.

One of our MVPs put it perfectly when she referred to 2007 as Microsoft's redheaded stepchild. MS listened to us MVPs when we complained about a lot of shortcomings in 2007 (like non-customizable Ribbon) and fixed most of them.

As to saving the downloaded file, yes, you should be able to copy it to a DVD provided the file you get is not one of those .exe files that just connects to the internet and downloads cab files for installation.
